How Demanding

Wow, the FISA process really is pretty stringent. It demands a reason to spy on somebody. Shit, it even demands the name of the person who is going to be spied on. WP:
One government official, who spoke on the condition of anonymity, said the administration complained bitterly that the FISA process demanded too much: to name a target and give a reason to spy on it.
Now that just fills me with holiday cheer.
